So, on some of the highways around Boston, you can drive in the breakdown lane during rush hour. The hours are posted, and you can only do it in the direction of traffic (1 side of the highway in the morning, the other side in the evening). I believe this is an alternative to creating extra lanes as we are all now familiar with how successfully MA construction projects are carried out (see: Big Dig and the recent water main break).
